Prevents federal employees from receiving bonuses for poor job performance.
The problem
Federal employees may receive bonuses even when their work quality is inadequate, wasting taxpayer money and potentially rewarding poor service delivery.
The proposal
The bill restricts or eliminates bonus payments to federal workers whose performance ratings fall below acceptable standards.
The impact
Federal employees with low performance reviews lose bonus eligibility. Taxpayers may save money. Federal agencies adjust compensation practices.
Prevents federal funds from rewarding poor work performance. Ensures government spending goes toward actual good service delivery. Increases accountability for how taxpayer dollars are spent.
Links employee compensation to actual job performance. Creates incentives for better work quality. Makes federal agencies more responsive to public needs.
Aligns federal employee compensation with private sector standards where bonuses depend on performance. Creates clearer rules about when bonuses are earned.
Federal workers might feel undervalued or demotivated by stricter bonus rules. Could affect job satisfaction and retention of experienced staff.
Defining 'bad service' can be complicated and subjective. Different agencies measure performance differently, creating inconsistent application across government.
Lower potential earnings could make federal jobs less attractive compared to private sector positions. Might hurt government's ability to hire skilled workers.
Requires agencies to establish clear performance standards and tracking systems. Could create administrative burden and costs to implement properly.

Money from people who work there, not from the company. Not tied to this bill.
Itemized individual contributions via FEC, grouped by the employer each contributor self-reported. Companies and unions cannot contribute to federal candidates from their treasuries, so these totals are money from people who work at an employer — never from the organization itself. They are campaign contributions covering a full election cycle and are not connected to this bill.
