Full chamber floor — Speaker / Majority Leader controls scheduling
Establishes federal leadership and support for carbon dioxide removal technologies and deployment.
The problem
Rising atmospheric CO2 levels contribute to climate change. Current policies lack coordinated federal strategy for removing existing carbon from the air.
The proposal
Creates federal programs, funding, and coordination mechanisms to research, develop, and deploy carbon dioxide removal technologies at scale.
The impact
Affects energy companies, technology firms, researchers, and communities where removal projects operate. May increase energy costs and create jobs.
Removes CO2 already in the atmosphere, potentially helping reduce warming. Complements emissions reduction efforts by tackling existing carbon.
Developing and operating removal technology could create manufacturing, engineering, and construction jobs. Emerging industry may attract investment and workers.
Federal support encourages research into new carbon removal methods. Could lead to breakthrough technologies benefiting multiple industries.
Some removal methods use domestic resources and technology. May reduce reliance on imported energy solutions.
Funding carbon removal programs requires significant government spending. Taxpayers may question cost-effectiveness compared to prevention strategies.
Many carbon removal methods exist only at small scales. Large-scale deployment risks wasting resources on ineffective solutions.
Some removal methods may affect land use, water, or ecosystems. Long-term environmental impacts remain unclear and could be negative.
Focus on removal could distract from preventing new emissions. Industry might use removal as excuse to maintain current pollution levels.

Money from people who work there, not from the company. Not tied to this bill.
Itemized individual contributions via FEC, grouped by the employer each contributor self-reported. Companies and unions cannot contribute to federal candidates from their treasuries, so these totals are money from people who work at an employer — never from the organization itself. They are campaign contributions covering a full election cycle and are not connected to this bill.
